 A certificate of authenticity is generally perceived by most as a legal document that guarantees that a work of art is authentic. One that is legitimately issued by an 'expert' confirming the authenticity of a product made by the specific artist that it names. Be that artist Pablo Picasso, or a different artist altogether.

 Most COA's we see however, are flowery, home printed worthless pieces of paper or card and they accompany some very questionable works of art indeed.  Ones mainly sold, or at least offered on well known internet platforms and auction sites which you all know. 

 Somehow, for most, a COA gives a visual credence to many a potential buyer and offers some sort of supportive guarantee that becomes a confirmation that what they are purchasing is not a fake.

Some Problems:

 Seldom, if ever, do they give you the true qualifications or even the address of the issuer. Most have no date of its issue and rarely do they describe accurately, or record the exact work that is being certified! So the question remains, is it legal ?

 Whilst they do express the 'opinion' of the issuer, a perfectly entitled right that any one has, they are certificates that in the main are utterly worthless and are not regarded as being internationally accepted, nor recognized 'expert' opinions.

* Authenticity can only be confirmed in the final analysis, by the legally appointed and fully recognized authority on any given artist *

 Usually these bodies are the artists legal copyright holders and this can be the spouse of the artist, their siblings, or family members with an intimate and infinite understanding and knowledge of the artist works. Sometimes their agents, or their representatives..

It can also be down to an individual expert with a proven track record, a group of experts, or panels of experts, various committees, or as in this case with Picasso, the representative administrators of the artists rights. Often they are authors and the producers of the artists official Catalogue Raissone.  These definitive authentication authorities differ from artist to artist.

 So if your Picasso does not have an up to date certification from the Picasso Administration, one that either agrees with a former attribution, or underwrites a new confirmation of legitimacy, it is unsafe and will not be unanimously and internationally recognized.

 Under European Statutes and laws, brought about by the Berne Convention for the Protection of Literary and Artistic Works in 1928,

ALL artists of European origin, have their rights, called the Droit Moral, vehemently protected under and specific European statutes and country of origin, or country of main domicile laws. So Pablo Picasso is protected twice, under both French and Spanish regulations  and these laws are also recognised under the laws of the United States and internationally upheld as legal standards since they signed the convention in 1989. Title 17 of the U.S. Code. Other international countries followed suit and protect their own artists rights since they signed up to the act.
